One who is stingy or who never donates anything to anyone may not be reborn in one of six Devas planes. One who donates something to someone will never be reborn into a woeful life.
One day, our Lord Buddha goes out for a routine alms receiving in the street when people are struggling to survive. A man of the street asks him why he is asking for alms from the people who are poor now. Then, the Lord Buddha uses Dibba-cakkhu and see the past lives and rebirths of all beings. Then, the Lord Buddha replies to him that he never sees anyone who donates, being born poor.
